<UA2USA>Evidence-to-Action

UA2USA is a nationwide, evidence-to-action program that maps the real footprint of Ukrainian-founded businesses across all 50 U.S. states — and converts those insights into financing, policy, and partnerships. We quantify Jobs Created • Taxes Paid • Annual Payroll • Investment Mobilized • Innovation Linkages; then we brief decision-makers and connect founders with investors, EDOs, and procurement pathways. 
Initiated by the ISE Group think tank and the Ukrainian American Chamber of Commerce & Industry, in consultation with the Embassy of Ukraine in the United States, the U.S. Department of State, SelectUSA, and civic partners.
This is about shared prosperity — strengthening local U.S. economies while mobilizing market solutions for Ukraine’s recovery.
We move from facts to outcomes in three steps: (1) measure the footprint; (2) engage locally; (3) translate into policy and finance.

(1) Evidence Base

We conduct a first-of-its-kind, evidence-based study of Ukrainian-founded businesses across all 50 U.S. states — covering jobs, payroll, taxes, investment, sectors, and geography.

(2) Community Engagement 

We take decision-grade findings state by state — briefings, panels, and roundtables with chambers, EDOs, universities, think tanks, investors, and offices — delivering district packs and facilitating targeted matchmaking.

(3) Policy Action

We translate evidence into implementable measures: state/district briefs, procurement and capital playbooks, and a comprehensive policy paper — unlocking capital access, workforce pipelines, and market entry.
