<UA2USA>Evidence-to-Action

UA2USA is the national platform that connects data, communities, and partners across the Ukrainian-American business ecosystem. At its core is the UA2USA Evidence-to-Action Program — a three-stage initiative that includes (1) Evidence, (2) Engagement, and (3) Advocacy. It maps the real footprint of Ukrainian-founded businesses in all 50 U.S. states and turns those insights into financing, policy influence, and strategic partnerships.
The program opens pathways to capital, procurement, export opportunities, and investor networks, helping Ukrainian-founded companies scale in the United States and participate in Ukraine’s recovery. We move from facts to outcomes in three steps: (1) measure the footprint; (2) engage locally; (3) translate into policy, partership and finance. We quantify Jobs Created • Taxes Paid • Annual Payroll • Investment Mobilized • Innovation Linkages, and then translate this evidence into action: briefing decision-makers, supporting community partners, and connecting founders with investors, economic development offices, and procurement programs. 
UA2USA is initiated by the ISE Group Think Tank and the Ukrainian American Chamber of Commerce & Industry, in consultation with the Embassy of Ukraine in the United States, the U.S. Department of State, SelectUSA, and civic partners nationwide.

(1) Evidence Base

We conduct a first-of-its-kind, evidence-based study of Ukrainian-founded businesses across all 50 U.S. states — covering jobs, payroll, taxes, investment, sectors, and geography.

(2) Community Engagement 

We take decision-grade findings state by state — briefings, panels, and roundtables with chambers, EDOs, universities, think tanks, investors, and offices — delivering district packs and facilitating targeted matchmaking.

(3) Policy Action

We translate evidence into implementable measures: state/district briefs, procurement and capital playbooks, and a comprehensive policy paper — unlocking capital access, workforce pipelines, and market entry.

A first-of-its-kind, evidence-based study of Ukrainian diaspora businesses across all 50 U.S. states — showing how they create jobs, invest, pay taxes and strengthen local communities
The study verifies 2,270 verified firms across all 50 states within a broader network of more than 45,000 diaspora enterprises generating nearly $60 billion in annual revenue comparable to the GDP of North Dakota and supporting approximately 300,000 U.S. jobs.
Built by ISE Group with the Ukrainian American Chamber of Commerce & Industry (UACCI), the research combines firm-level verification and survey data with to define the national footprint of Ukrainian-origin businesses and to translate findings into practical next steps.
